Unfair

I recently went through over 50 hours of required online training to be in the program that I signed up for next month. What's unfair is I know some people who have acquired a red card last year without fulfilling the required training to get that card. And now since they have that card, they don't have to take the online  required training that I and other people took to be in the program next month. How unfair is that? Why are they getting away with it? Isn't it required? Why would they say required and yet not enforcing it?
